In April of this year, the Ministry of Housing and Urban-Rural Development, together with the National Development and Reform Commission and the Ministry of Finance, invited 31 provinces, autonomous regions and municipalities and the Xinjiang Production and Construction Corps to carry out a comprehensive investigation to summarize and count the basic conditions of old urban communities that need to be renovated. As of the end of May, 170,000 old urban communities, involving hundreds of millions of residents, had been reported to need renovation. According to the requirements of the Ministry of Housing and Urban-Rural Development, all localities should give priority to the renovation of supporting facilities such as water, electricity, gas, and optical fibers in the community. Areas with conditions can install elevators according to local conditions, and build old-age and child-raising service facilities, barrier-free facilities, parking garages and other supporting facilities , the implementation of energy-saving renovation and so on.
By the end of last year, 106 old communities had been renovated in pilot cities across the country, benefiting 59,000 households, forming a batch of replicable and scalable experiences. Judging from the pilot projects and feedback from various places, the number of old communities to be renovated across the country is large and wide, and it is very important to solve the problem of renovation funds. In the next step, the Ministry of Housing and Urban-Rural Development will guide all localities to carry out solid pilot explorations.
